Stray short hair w/hard as rock dried substance

RESPONSE:

I'm sorry that I have no idea what would be safe to use to remove this. If this was my cat, I would try to shave the area that was accessible. To prevent movement you would have to wrap the cat in a large towel or blanket, encasing it like a burrito to hold the paws away. Then gently attempt to shave the areas not too close to the eyes. In time the rest of it will grow out.

Sorry I couldn't offer you a resolution to this problem.
