Unfortunately, there are a number of cats that show their displeasure with a situation by urinating. Tom cats often spray not just to mark territory, but also to show a dislike.
Our cat, Max, was notorious for this when he was younger. We ended up using Invisible Fence which is an electronic device. A collar was placed on Max with a receiver and when he got close to the unit on the stairs, it gave him a jolt of electricity and he would run from the stairs. Within a few weeks he avoided the stairs.
This worked for months at a time and when he got brave and ventured back up the stairs, the collar was placed on him again. Eventually, he avoided the stairs like the plague. He hasn't tried going up the stairs for many years now.
I know that was a drastic step to take but his spraying caused damage to carpets, etc.
However, in your case, you could probably try diapers. Cat diapers are used for aging cats and cats that have other challenges. For more information on cat diapers...the link follows:
Good luck with resolving the problem.
